City Council Halts Applications For Halfway Houses To Find More Information, Regulation

The city of Lincoln instituted a 90-day moratorium on half-way house applications as leaders try to gather more information.

The near-15-year-old special permit has received only two applications – one near Woods Park and South Salt Creek.

SaReena Freet opposes the moratorium.

“Extending a permit from three people to six people – that’s three other people that we could get out of prison that require this supervised release. Delayed that is harming people,” Freet testified.

Some Lincoln residents are expressing concerns over a halfway house application in the Woods Park Neighborhood.

“Measures must be taken to establish guidelines and regulations to protect such facilities.  It is my understanding that we don’t have those stringent regulations,” Roy Helm said who lives in the Woods Park are. “We also need to consider the safety of the community, the neighborhood and the neighbors.

Members will review and revise the item at a later date.
